It's true. Werner's Mecha-Cat is meant to resemble Tom in terms of appearance, but the gameplay of the Mecha-Cat looks like that boss. Even the scene where its face falls off to expose its robot face went its way into the part where the Mecha-Cat's face falls off, revealing Werner.
