He is on the Community Development team, which means that part of his job is to set up the basic structure of new wikis. However, they do not always stick around afterward, because the wiki communities tend to build themselves up over time. You can reach out to him if you want, but because he has not been active for a long time, myself or an admin would probably be able to respond more quickly.
